Mission:
The
Transportation team's mission is to seek legislative solutions to provide the
residents and businesses of Broward County, and more importantly the South
Florida Tri-County region, with a regional transportation system that ensures
the safe and efficient mobility of people and goods, optimizes transit
opportunities, improves quality of life and enhances our community’s
environmental and economic well being.
Issues:
Ø Obtain a consensus from Broward County and the
Broward League of Cities to endorse Tri-County Passenger Rail along the FEC
Eastern Rail corridor (SFECC Study) as our county’s top transportation
priority. The consensus/prioritization between the Broward County
Commission and our counterparts in Miami-Dade County and Palm Beach County to
endorse Passenger Rail/Transit along the north-south FEC corridor will be
critical in securing the necessary funding from the State of Florida and the
Federal Government.
Ø Ensure State Transportation Trust Fund dollars are
spent exclusively on transportation infrastructure. Assist in creating
legislative solutions to the State’s Surface Transportation Program which would
invest in critical infrastructure needs, as well as innovative transportation
options that will relieve congestion on our existing underfunded transportation
infrastructure. This would include providing for expanded transportation
infrastructure investment, maximizing transportation infrastructure
effectiveness, building transportation infrastructure systems for the future
and enhancing transportation infrastructure delivery. Need to address
innovative financing for new program to be effective.
Ø Assist in creating legislative solutions to provide
or expansive opportunities to enhance the infrastructure of our ports which
will position Florida and particularly South Florida as a global leader in
trade. Broward County’s airport and seaport play an essential role in our
citizen’s lives and provides unique opportunities for increased trade and
tourism. Infrastructure investment to seaports and airports will increase
capacity and value added services to the community.
Ø Assist in creating legislative solutions to promote
a vision of a multi-modal approach to the movement of people, goods and
services across the State of Florida and Broward County economies in an energy
efficient manner. The new multi-modal transportation vision must include
the plans to deal with the effects of climate change, strong links to land use
including transit oriented development policies, the sustainability of the
system, the use of commodities and the anticipation of the expected changes in
the population demographics including age and urbanization. The passage
of the High Speed Rail bill in 2009 by Florida’s Governor was a great first
step in this multi-modal approach and focus for Florida’s transportation system
through Aviation, Seaports, Rail, Public Transit and Highways.
Ø Assist in promoting the continued development of a Transit
Corridors Plan which will link future land growth to considerations of
public travel. Continue to develop strategy to support incentives for
development including Transit Village Zones (similar to Transit Oriented
Development) where premium transit intersects important activity centers to
create a nexus of activity. This integrated approach is a part of the Broward
County Strategic Plan that aligns with the Six Pillars of the Florida Chamber
Foundation (including Transportation).
Ø Assist in creating legislative solutions to promote
sustainable and livable communities with focus on walk able neighborhoods,
pedestrian access to transit and other innovative design measures to encourage
expanded bicycle and pedestrian travel. This includes the continued promotion
and expansion of the successful Safeway’s to School (Surface Transportation
Program Enhancement) program. Promote the utilization of land use
policies that strongly encourages the development of mass transit. This
includes supporting FDOT to increase funding to support local and regional
transportation and transit alternatives, including “complete streets” programs.
