Mission:
The Transportation team's mission is to seek legislative solutions to providethe residents and businesses of BrowardCounty, and moreimportantly the South Florida Tri-County region, with a safe transportation system thatensures the mobility of people and goods, enhances economic prosperity andpreserves the quality of our environment and communities. The legislative solutions shouldaddress three key priorities: improving safety, increasing mobility andproviding transportation options.
 
Issues:

·      Obtain a consensus from Broward County and the Broward League of Citiesto endorse Tri-CountyPassenger Rail along the FEC Eastern Rail corridor (SFECC Study) as our county’s top transportationpriority.  Theconsensus/prioritization between the Broward County Commission and ourcounterparts in Miami-Dade County and Palm BeachCounty to endorse Passenger Rail/Transit along thenorth-south FEC corridor will be critical in securing the necessary fundingfrom the State of Floridaand the Federal Government.

·      Assist in creating legislativesolutions to the State’s Surface Transportation Program which would encompassfour main priorities; expanded transportation infrastructure investment,maximizing transportation infrastructure effectiveness, building transportationinfrastructure systems for the future and enhancing transportationinfrastructure delivery.  Need to address innovative financing for newprogram to be effective. 

·      Assist in creating legislativesolutions to promote a vision of a multi-modal approach to the movement ofpeople, goods and services across the State of Floridaand Broward County economies in an energy efficientmanner.  The new multi-modal transportation vision must include the plansto deal with the effects of climate change, strong links to land use, thesustainability of the system, the use of commodities and the anticipation ofthe expected changes in the population demographics including age andurbanization.  The recent passage of the High Speed Rail bill by Florida’s Governor is a great first step in thismulti-modal approach and focus for Florida’stransportation system through Aviation, Seaports, Rail, Public Transit andHighways. 

·      Assist the local and statepolicy makers in evaluation of a mobility fee approach to transportationconcurrency, including amendment and revision to The Community Renewal Act(Senate Bill 360).  A transportation concurrency system approach based onmobility should address Fairness and Funding, Transparency and Predictability, MinimumApplication Countywide, Multi Modal Planning, Promote Compact Mixed Use EnergyEfficient Development and Local Government Flexibility.  The mobility fee approach mustestablish cooperative agreements among local governments and transportationagencies.            

·      Assist in creating legislativesolutions to promote sustainable and livable communities with focus on walk able neighborhoods, pedestrianaccess to transit and other innovative design measures to encourage expandedbicycle and pedestrian travel.  This includes the continued promotion andexpansion of the successful Safeway’s to School (Surface Transportation Program Enhancement)program.
